The maximum level of the building displayed in the upgrade window is the current maximum level intended for the particular building (some buildings like the Command Center and Tactical Ops Center have a lower maximum level than other buildings). As we're constantly adding new features to our games, we'll occasionally raise the maximum level of certain buildings to open up more upgrades for you to enjoy. When this happens, we'll notify you of the changes via the in game announcements and/or our game's Facebook pages.
